Gov. Glenn Youngkin appointed Quintin Elliott ’85, Clifford Foster ’93, and William R. Janis ’84 and reappointed Kate Comerford Todd to 4-year terms on the VMI Board of Visitors.
Leaving the board are Lester Johnson Jr. ’95, Gussie Lord ’01, and Scot Marsh ’81.
“I am excited to work with the new members and look forward to their contributions,” said Maj. Gen. Cedric T. Wins ’85, VMI superintendent. “Each individual brings a unique set of skills and experiences that will help us continue to move the Institute forward.”

Quintin Elliott ’85, a resident of Urbanna, Virginia, graduated from VMI with a Bachelor of Science degree in civil engineering. He started his career right after graduation with the Virginia Department of Transportation, serving in various leadership roles for 32 years, including chief deputy commissioner. Elliott was responsible for the oversight of major highway construction and maintenance projects throughout the Commonwealth. He completed his transportation career as deputy secretary of transportation.
Elliott retired from the Virginia Air National Guard after serving with the 203rd RED HORSE Squadron and commanding the 192nd Civil Engineering Squadron. He is now the owner and chief operating officer of QE2 Consulting, LLC with a focus on solving transportation issues and private development.
Clifford Foster ’93, a resident of Richmond, Virginia, serves as a financial adviser and the Virginia complex manager for Raymond James, a global financial services firm. He has been in the financial services business since graduating from VMI.
Foster previously served as president of the VMI Club of Richmond and a member of the Keydet Club Board of Governors and the Alumni Association Board of Directors. He also served on an advisory committee to the VMI economics and business department for 20 years.
Originally from Mobile, Alabama, Foster attended VMI on a tennis scholarship and graduated with a Bachelor of Arts degree in economics and business. He was the business manager of The Cadet, the official school newspaper at the time, and was a 1st Class private in India Company.
After graduating from VMI with distinction with Bachelor of Arts degrees in English and history, William Janis ’84 attended the Defense Language Institute Russian Basic Course. Janis, a resident of St. Petersburg, Florida, served at sea in submarines and destroyers as a special intelligence officer, qualifying as a surface warfare officer and achieving the rank of lieutenant commander in the U.S. Navy.
He graduated from the University of Virginia School of Law and is admitted to practice law in the Commonwealth of Virginia. Janis was elected five times to serve as a member of the Virginia House of Delegates (2002–12) and chosen by his colleagues to be majority whip.
He was subsequently appointed as the Virginia Department of Veterans Services deputy commissioner, where he spearheaded the creation of V3-Virginia Values Veterans, an innovative economic development program that helps employers develop and implement successful, long-term strategies to recruit, hire, and retain Virginia veterans. Janis has twice served as a class agent for the VMI Alumni Agencies.
Kate Todd is a partner with Torridon Law, where she develops and coordinates high-stakes, multi-forum legal strategies for her clients. She has a distinctive blend of government, private sector, nonprofit, and academic experience.
Todd has served two U.S. presidents in the Office of White House Counsel and formerly served as senior vice president and chief counsel of the U.S. Chamber Litigation Center, the litigation arm of the U.S. Chamber of Commerce. She currently serves as a public member of the Administrative Conference of the United States and as a board of directors member of the Catholic Information Center in Washington, D.C. She resides in McLean, Virginia, with her husband and their five children.
